When you tour model homes in these communities, keep a few things in mind. The features that matter most for active adult living are not always the most obvious ones on the builder's upgrade list. Here is what I advise my 55+ buyers to prioritize:
- → Main-level primary suite. A first-floor owner's bedroom with an en-suite bath should be non-negotiable, even if you are active and healthy now. Plans change, and having everything you need on one floor gives you flexibility for decades to come.
- → Open, accessible layout. Look for step-free entries, wide doorways (at least 36 inches), and a layout that could accommodate a future wheelchair or walker if needed. These features are much easier to get in a new build than to retrofit later.
- → Roll-in shower potential. Even if you do not need it now, a bathroom designed with a curbless shower pan and grab-bar blocking makes future aging in place far simpler and less expensive.
- → Elevator capability. Some communities like Cascades at Embrey Mill offer homes with private elevators. In others, you can pay for an elevator shaft to be roughed in during construction — a relatively small investment compared to adding one later.
- → Energy efficiency. New construction homes today are much better insulated and sealed than homes built even 15 years ago. Lower utility bills make a meaningful difference on a fixed income.
- → Community amenities. Pickleball courts, walking trails, a clubhouse, a pool, and social activities are what make 55+ living enjoyable. Visit the community center during your tour to see how active the resident calendar really is.
Understanding 55+ Community Rules in Virginia
It is important to understand what "55+" actually means from a legal standpoint. Under the Housing for Older Persons Act, a community can qualify as age-restricted if at least 80 percent of the occupied units are occupied by at least one person who is 55 or older. The remaining 20 percent can be occupied by younger residents. Some communities go further and require all residents to be 55-plus. Each community sets its own specific policies, so ask up front what the age requirements are before you fall in love with a particular development.
Also worth noting: there are "age-targeted" communities (designed for 55+ buyers but not legally restricted) and "age-restricted" communities (where the 80/20 rule or a stricter policy applies). Both have their advantages. HOA fees. In 55+ communities, HOA fees tend to be higher than in standard subdivisions because they cover exterior maintenance, landscaping, snow removal, and community amenities. Budget for these carefully. A typical 55+ HOA in our area runs between $150 and $350 per month depending on the community and included services. The tradeoff is that you eliminate most variable home-maintenance costs and have predictable monthly expenses.
Tax benefits. Virginia offers relatively favorable tax treatment for retirees. Social Security benefits are not taxed at the state level, and there is a $12,000 deduction for other retirement income for those 65 and older (per taxpayer, so $24,000 for married couples filing jointly). Property taxes in Stafford, Spotsylvania, and Fredericksburg are moderate compared to Northern Virginia — another reason our region has become a popular destination for empty nesters.
