Yes. Code is only the bare minimum, and the builder's own quality control serves the builder, not you. Independent third-party inspectors perform a pre-drywall inspection of the framing, electrical, plumbing, and HVAC before the walls close up, plus a thorough final inspection before closing. Issues found on paper are far cheaper than issues found after move-in.
